This conclusion was made possible because

towards bridging the differences among the
groups nor to trying to agree on the best
option or on a consensus option.

It elected, instead, to devote its efforts to


determining a number of possible options
available to the new government. This
required each group to consider possibilities
raised by others which it regarded as unlikely
or undesirable.
